  17. For the cities where CX flies into more than one airport (eg LHR and LGW), can passengers fly into one airport, and fly out of the other and connect to an add-on sector? Eg. ADL CX HKG CX LGW // LHR BA LIS

Yes, this surface sector within the city is permitted as add-ons are loaded at the city level (eg LON) rather than airport level, so flying into LHR and out of LGW in the example above is permitted and the add-on will auto quote in the GDS. Note that it will be considered a stopover if the time between the two airports is longer than 24 hours and a fee will be automatically added.

  18. If a passenger's add-on flight is disrupted, who is responsible for protections? What about if the CX flight is disrupted causing a miss connection on the interline carrier?

This topic is covered under IATA Resolution 735d (Involuntary Change of Carrier, Routing, Class or Type of Fare). It is the responsibility of the carrier responsible for a delay causing involuntary change of a passenger's journey to arrange for a reasonable alternative route within a reasonable time.
