Revise Fuel Surcharge (YR) offset handling on CX agency ticket refund with effective 1st September 2022

In current CX ticket refund handling in agency channel, fuel surcharges (YR) is allowed to offset the cancellation penalty. 

With effective from 1^st September 2022, fuel surcharges (YR) will NOT be used to offset cancellation penalty.  

This practice shall be applied for manual refund and automated refund. 

Please be reminded to amend the calculation on manual ticket refund.
