Updates on the compulsory quarantine arrangements and boarding requirements in Hong Kong

In response to COVID-19, the Hong Kong SAR Government has adjusted the entry requirements and quarantine arrangements for travellers entering Hong Kong.

Shortened compulsory quarantine period: 3-day designated hotel quarantine + 4-day self-monitoring

With immediate effect, inbound travellers are required to undergo a compulsory quarantine for 3 nights in designated quarantine hotels regardless of vaccination status. Taking a traveller’s day of arrival in HK as “Day 0”, if a traveller receives a negative PCR test result in the morning on Day 3, he/she will be allowed to leave the designated hotel and complete the remaining 4 days at home or non-designated hotels under “medical surveillance”, with limited movement to public premises.

Boarding requirements for entering Hong Kong


From all overseas places

All places outside Chinese Mainland, Taiwan China or Macao SAR
Fully vaccinated travellers and those exempt from vaccination requirements
who have stayed in or transited through overseas places in the past 14 days

Boarding requirements

  1. Negative result proof of a PCR-based nucleic acid test for COVID-19 within 48 hours (or RAT report within 24 hours + proof of infection for recovered persons)*
    *Not applicable to passengers aged below 3 at the scheduled time of departure
  2. A valid (not expired) Health Declaration QR Code (with name matching passenger’s valid travel document)
  3. Confirmation of room reservation for 3 nights starting on the day of arrival at Hong Kong in a designated quarantine hotel, if the health declaration QR code is not green
  4. Proof of vaccination^
    ^Vaccine types must be on the “List of COVID-19 Vaccines Recognised for Specified Purposes”

 

From Taiwan China

Taiwan China
Travellers who have stayed in Taiwan China in the past 14 days
(regardless of being fully vaccinated or not)

Boarding requirements

  1. Negative result proof of a PCR-based nucleic acid test for COVID-19 within 48 hours (or RAT report within 24 hours + proof of infection for recovered persons)*
    *Not applicable to passengers aged below 3 at the scheduled time of departure
  2. A valid (not expired) Health Declaration QR Code (with name matching passenger’s valid travel document)
  3. Confirmation of room reservation for 3 nights starting on the day of arrival at Hong Kong in a designated quarantine hotel, if the health declaration QR code is not green.

 

From Mainland China (except Guangdong) and Macao SAR

Passengers travelling from anywhere in the Chinese Mainland (with the exception of the Guangdong province) are required to present a Negative PCR Test Report for COVID-19 with specimen collected on the day or within 3 days prior to the scheduled day of arrival. The testing institutions must be mutually recognised by the governments of Hong Kong and Guangdong / Hong Kong and Macao, or by the National Health Commission of the People’s Republic of China that is included in the list on the WeChat Mini Program or nucleic acid testing organisation enquiry function. 

In addition, passengers are required to complete the electronic Health Declaration form and present a valid Health Declaration QR code (with name matching passenger’s valid travel document).

 

Travellers who have reserved a Return2HK/Come2HK quota, they will be exempted from the compulsory quarantine requirement when returning to Hong Kong from the Chinese Mainland and Macao. For more details of the requirement, please visit the Hong Kong SAR Government’s website.

We want to make sure your travellers’ experience is as smooth and safe as possible. Here are some additional travel information and requirements to help your travellers plan ahead and ensure they are eligible to fly.

Additional travel information

1.  COVID-19 test reports



All passengers aged 3 years and above who are ending their journey in Hong Kong require a negative Polymerase Chain Reaction (PCR) test report.

All test reports must be written in either English or Chinese and can be presented in paper or electronic format.

If the test report is not in English or Chinese or does not contain all the required information, it is acceptable to present a written confirmation, in English or Chinese, issued by the laboratory or healthcare institution that contains the following information:

  • The name of the passenger; 
  • They underwent a Polymerase Chain Reaction (PCR) based nucleic acid test for COVID-19, 
  • The sample for the PCR test was taken within 48 hours of the scheduled time of departure of the flight to Hong Kong; and
  • The result of the PCR test for COVID-19 was negative

This written confirmation must be presented with the test report.

 

Passengers who are recovering from a COVID-19 infection

Alternative arrangements exist for passengers who have been infected with COVID-19 in the 14 to 90 days prior to travel.  

 

Passengers may present:

  1. A certificate issued by a medical practitioner or a record issued by relevant authorities in Chinese or English showing that he/she was infected with COVID-19 in the 14 to 90 days prior to the direct flight to Hong Kong. The name on the documentary proof must match the passenger’s travel documents.

    and

  2. A test report issued by a laboratory or healthcare institution in English or Chinese containing the following information:
    • passenger’s name (please ensure this matches his/her valid travel document)
    • that the test conducted is a Rapid Antigen Test (RAT) test and that sample was taken within 24 hours before the scheduled departure time of the direct flight to Hong Kong
    • that the RAT test result was negative for COVID-19

If the test report is not in English or Chinese or does not contain all the required information, the passenger will need to present:

  • a confirmation letter in English or Chinese issued by the laboratory or healthcare institution containing all of the above information must be presented with the test report.

2. Vaccination requirements

 

To be considered fully vaccinated, passengers must have received the full vaccine (as stipulated in the guidelines of a COVID-19 vaccination course) 14 days prior to the flight’s scheduled time of departure to Hong Kong.

 

The 14 days are counted from the day after receiving the last dose of the recommended course. For example, if the last dose was administered on 1 May, the 14th day would be on 15 May.  This means a fully vaccinated passenger would be eligible to travel on any flight with a departure date of 15 May or later.

Note for travellers from overseas places:

  • Recovered persons: For travellers who was previously infected with COVID-19, they will be required to receive one dose of a COVID-19 vaccine at least 14 days prior to arrival at Hong Kong in order to be considered as fully vaccinated.
  • Persons aged between 12 and 17 on the scheduled day of departure: those who have received one dose of Comirnaty vaccine at least 14 days ago are deemed to have complied with the requirements of completing the COVID-19 vaccination course under boarding and quarantine requirements.
  • Persons who are unfit for vaccination due to health reasons with relevant proof issued by a medical practitioner may still enter Hong Kong.
  • Persons who have received one dose of recognised COVID-19 vaccine but certified by a medical practitioner that they were unfit to receive the second dose of COVID-19 vaccine because of health reasons after receiving the first dose of vaccine, and board a specified aircraft on or after 14th day after receiving the said first dose of vaccine may still enter Hong Kong.
  • Children aged 11 or below accompanied for boarding and compulsory quarantine by relevant persons who comply with the boarding requirements may still enter Hong Kong if the accompanying person (aged 12 or above) fulfil the above fully vaccination requirements.

 

3. Designated quarantine hotel (DQH) requirements

 

Passengers who have stayed in any overseas places or Taiwan China in the past 14 days are required to undergo 3 nights mandatory quarantine at a DQH. Please visit the HKSAR Government’s website for the full list of designated hotels.

4. Health declaration

All passengers must submit the Health & Quarantine Information Declaration prior to departure for Hong Kong, and obtain a health declaration QR code and present before boarding.

 

Passengers must present a valid health declaration QR code generated after completion of the online health declaration form (which can be a downloadable version of the QR code, a screen shot or a printout) at check-in for verification. The name shown on the QR code must match with passenger’s travel document and the validity period must not be expired.  If the QR code generated is not green, they may require to have further checking of the health documents at check-in counters.

If passengers are unable to meet these requirements or have a “red health declaration QR code” generated, we will unfortunately not be able to accept them for travel.


Transiting through Hong Kong

Passengers starting their journey from cities in the Chinese Mainland are able to transit through Hong Kong International Airport provided they meet the above requirements and the requirements of their final destination.

Transiting to destinations in the Chinese Mainland remains unavailable.
